Hazard Vulnerability Assessment (HVA) – a systematic approach to identifying hazards that may affect demand for hospital services or its ability to provide those services.  The risks associated with each hazard (e.g., weather or natural event, cybersecurity, contagious disease outbreak), also known as “vulnerabilities,” are analyzed to prioritize planning, mitigation, response, and recovery activities.  Overall, the HVA sets the stage for the emergency management program.
